Cyclone / Tornado Fuel saver and increse performance

Does this Tornado or Cyclone fuel saver does it actually work? Has any one used this on there e36? My e36 325is has a CAI and straight pipes from the cats back, and get about 28 mpgs city. But I can always go for more! So I've heard on some vehicles it does come it doesn't. Maybe a CAI will make a difference or maybe not.... So if any one has any thoughts it would be sweet to hear them! Thanks!
