heater wont turn off

hi new here just got a e36 but i noticed the heater wont turn off its got air con etc and you can turn down the temp to 16c etc but heat stays the same is it just a faulty heater valve ?

Sounds very much like it or it could be the back of the temp dial isn't making contact properly.
