inside fan problem bmw 318i 1998

hi my name is yaniv and i just boght the bmw 318i 1998 automatic
i have problem when i start the engain the inside fan(cold/heat) is starting
i need to shout it down from the "-" and then its off
is this a problem ? ,or it is defualt when starting the car the fan on?????

I think it's be design. It only comes on like one or two bars?
