If the seller was saying it's just a fuse you should have been wondering why they didn't spend a few cents on two new fuses and fix it... and possible loose wires in the fuse box? I would have been running away.

 The lid should have come off no problem? That's a little concerning.

Front window fuse it No.14 as you said.

As far as fixing them goes.
There is a few suggested fix's around. If you Google a bit you should find them. I have some window trouble(not as bad as yours though) and none of them solved it.
Window trouble is a fairly common problem with e36s.

Without being able to see whats going on there is no way to give you an accurate price. You could have a few buggered wires some where or two blown motors. The price would vary greatly. If you're not into DIY, BMW or an auto electrician is going to be the easiest way by far.

I'm guessing you were talking about the upper piece of the fuse box because the lid shouldn't have any bolts. I bought some wobble extensions for the second time I removed those bolts...Much easier.

So what did the problem end up being?

i still dont no but a mate rewired the windows so now they work ,so we think i still have a fuse missin, so there was no power goin to the window but can not find the live wire ,so we just made a new live to the window with a inline fuse and now it works
