Rear window heater

Anyone know the voltage of the rear window heater?
Very cold morning today (OBC told me it was -2.5celcius) where i park my car its only half covered and the rear of the car sits outside. I hopped into the car and hit the button for the rear window heater, 10mins later and it was still covered in ice with no sign of thawing!!
Gonna get on top of it tomorrow and try find the problem as its my day off, while im here though does anyone know the voltage it should be using up?
The ONLY Hellrot Red 323 in the world, emmm except for the other few thousand dotted around the world.

I'm not sure about the voltage that it should use, but in my car, I noticed that when it's raining heavily and I have my headlights on, wipers on,stereo,heater fan on 4 and heated seats, the voltage in my car is about v12.3. If I push the rear window heater as well, it'll go below v12, something like v11.9 or v11.8 which means that the car is draining power from the battery and it's not charging as much as it should. I notice this especially after 10 minutes of pushing the rear heater button though, not at the begining.

I had a look at the wiring behind the trim on the C pillar and it looks like my rear window de-mister never worked. The wires are all striped and exposed and in rag order! Gonna be a big job but im off work all this week so ill get it done hopefully.
