What's this for?

I played a bit with this gauge and now my car's doing better mileage, around 185 km/20L. But the idle RPM with AC is relatively higher, and so is the car's idle acceleration.
Can anyone point out what it is and what position it should be at originally? (in cm or w/e)

Did you twist it and the cable became more taut?
Don't have that engine in my car but it looks like the throttle cable.
The ONLY Hellrot Red 323 in the world, emmm except for the other few thousand dotted around the world.
