WONT start!! E36 318i 1994

Hay i drain the fuel tank and refilled with new fuel at least 1/4 tank will not start....but it turns over strong......help..please also there is no power on the fuse for the fuel pump .. ps changed the fuse and relay......Help... BMW-Mannheim.... ALSO WHERE IS THE POWER SUPPLY FOR THE FUEL PUMP.... Thanks anyone...peace
